Policy development

Our policy development approach is customer-centric and tailored to the clients’ needs. We have the expertise and technical personnel to develop and disseminate policies. We employ a public participation approach in policy reform by carrying out detailed stakeholder analysis, information gathering through focus groups, advocacy and lobbying, workshops and training.

The organization focus on an inclusive policy development process. The policy development process strives to collaboratively work with all the identified stakeholders to develop robust policy documents.

Past Project:

HETARK facilitated the development of the Task sharing policy and guidelines for the Ministry of Health Kenya to promote equitable access to universal health coverage at the national, county, sub-county and community levels in Kenya through task sharing, and additionally to improve the utilization of human and financial health resources.

Further, HETARK developed and implemented an operational decentralization plan and strategies for eight health regulatory agencies in Kenya. These strategies enable the agencies to adopt innovative ICT solutions to enhance service delivery to clients in the Counties.

Stakeholder engagement

To succeed, an organization must have a clear vision derived from a robust strategic planning process, and an effective strategic plan or marketing plan can only come from stakeholder engagement. HETARK is experienced in stakeholder’s meeting, having established contact with various international organizations, Ministries of Health in Kenya and other African Countries.

Sustainability planning and implementation

Past Project:

These include Ministry of Health and Regulatory bodies, Joint Regulatory Collaborative, Joint Technical Advisory Committee, Joint Partners Initiative, County health management teams, CASCO teams, and Focus groups. The engagement structures formed a critical organ used for knowledge transfer and mentorship among the various stakeholders.

Technical knowledge transfer through mentorship programs and hackathons resulted in an enhanced capacity of the regulatory agencies in the development and customization of the deployed technologies. At the same time, enhanced peer-peer engagements led to collaborative learning and a shared desire to sustain and improve the solutions deployed. A collaborative governance structure led to enhanced system ownership and accelerated decision making on policy development, especially on HIS use by the regulatory bodies.

Lastly, involving the decision-makers in a collaborative model ensured buy-in by the management teams, resulting in enhanced investments to sustain the deployed technologies. On the other hand, on the sustainability of the rHRIS, we set up the Joint Technical Advisory Committee for ICT officers, which facilitated mentorship and knowledge transfer among the various ICT officers at the MOH for sustainability while for effective governance of the collaborative model we set up the Joint Regulatory Collaborative for Registrars and CEOs of the health regulatory bodies.
